JAMES W. ZIGLAR

Mr. Ziglar joined The Furman Group on January 1, 2010, as Senior Director. Mr. Ziglar’s distinguished career in public service and private industry brings to the firm over forty years of combined experience involving the development and implementation of Federal water and energy policy, and the financing of public infrastructure projects. Mr. Ziglar’s government experience includes service as Assistant Secretary of the Interior for Water & Science, Sergeant at Arms of the United States Senate, Commissioner of the Immigration and Naturalization Service, and as a Law Clerk to Supreme Court Justice Harry A. Blackmun.
Ziglar gained significant public policy experience on water and energy issues during his tenure as Assistant Secretary of the Department of the Interior for Water and Science from 1987-1989, where he oversaw policy development, management, and operations of national mining, earth sciences research and water resource issues.
During Ziglar’s 24 years in investment banking and law, he provided counsel and financing for numerous water, power and critical infrastructure projects across the country, and became a nationally recognized expert in the field. While at PaineWebber Inc. (now UBS AG), he served as Chairman of the Municipal Securities Group Operating Committee and Manager of the National Infrastructure Finance Group. He subsequently served as Managing Director and Chief Business Strategist of the Municipal Securities Group at UBS.
Ziglar began his distinguished legal career as a law clerk for Supreme Court Justice Harry A. Blackmun in 1972. He holds a Bachelor’s degree from George Washington University and a J.D. from George Washington University Law School.
Ziglar serves on numerous boards, including the National Water Resources Association Board of Directors, and he serves as a United States representative on the Board of Trustees of the Radiation Effects Research Foundation (Hiroshima, Japan). He also has served on the boards of the American Water Foundation and the American Energy Assurance Council, among others, during his extensive career.
